Because there may be issues with clients that ping repeatedly, the date should actually be a timestamp with resolution to the second. An even better solution would be to use a unique ID which encodes the date of install but there are privacy implications to doing that. Reproducible: Always

We are no longer using ap update pings for metrics so this is wontfix
