We should do what Firefox does for the release notes url, adding the app version
into the string so we go to a specific file for each release.

i.e.
http://www.mozilla.org/products/thunderbird/releases/1.4.html

today we go to /releases and the user has to pick the release notes version he
wants to actually read.

Target Milestone: --- → Thunderbird1.1

this synchs us up with how Firefox manages the release notes url. And it cleans
up some duplicated loadThrobberUrl cruft that I've been meaning to get to.

I also renamed the release notes url resource ID to make it easier for
localizers.
I put this on the branch so I could get the release notes url working in time
for the beta.

we'll now load:

http://www.mozilla.org/products/thunderbird/releases/1.4.html

when you try to open the release notes on the branch.
I think having some references to "1.4" (nightly build filename, this URL) and
others to "1.5" (About dialog, Bugzilla's "Target Milestone" entry, etc) --
especially in light of the cross-references to Moz/Gecko 1.8 and the discarded
"TB 1.1" release -- is far too confusing.
