it's impossible to see the outline of the scrool bar because the scroolbar and
the background color of the page are the same.
Perhaps something could be done to prevent this.
It could be nice that it was always possible to see the outline of the scrollbar.
Thought this was a dup, but can't find its match.  This is due to lack of a
border between content and scrollbar.
