There are other ways to scroll down longer pages, but none of them are sofisticated. One solution might be to give the scrollbar another feature. Left click and drag just scrolls down the normal way. But right click and drag should scroll down much slower. this way you wont be able to scroll down the whole page, but you can read much better Reproducible: Always
slowing down the mouse isn't possible, so this would just be confusing and incredibly unituitive if you stumbled across it.
