On very long pages the scroll bar is not that much of use, because when you drag
it down too many lines get scrolled and that doesn't read very well.
There are other ways to scroll down longer pages, but none of them are sofisticated.
One solution might be to give the scrollbar another feature. Left click and drag
just scrolls down the normal way. But right click and drag should scroll down
much slower. this way you wont be able to scroll down the whole page, but you
can read much better

slowing down the mouse isn't possible, so this would just be confusing and incredibly unituitive if you stumbled across it.
