This looks WFM to me in TB version 1.6a1 (20050907). Having siad that, I am a little unclear as to the steps to reproduce. If I do Tools -> Options -> Privacy -> Security -> View Certificates, I can use "Import" on the "Other People's" tab. Is this what you mean?

Reporter, does the issue still occur in the latest supported 2.0.0.x / Shredder trunk nightlies? (1.5.0.x is now end-of-life and the latest supported 2.0.0.x is 2.0.0.16)
