It would be convenient to have an administrative option in the Firefox extension
manager user interface to install an extension for all users instead of just the
user that is currently running Firefox.

Reproducible: Always

Steps to Reproduce:
1.  Install any extension.

Actual Results:  
No option is provided to install the extension globally, even for a user running
with Administrator privileges.


Expected Results:  
Provide an option to install the option for all users (while retaining the
option to install just for the current user).  Maybe Firefox could have an "All
Users" profile for this purpose, which would have its own Extensions folder,
etc.  Future extensions could be written to store some of their settings in here
so that an administrator could (for instance) mandate that NoScript is installed
for all users and never allows JavaScript globally.
