Window Settings doesn't change anything

Details
When setting the radio box in "Window Settings" to the one where the body of the
message takes up the entire bottom of the window, the Mail window does not
reflect this change, and still looks like the layour on the left side of the
Window Settings pref.
I don't think this is implemented yet. It may be all part of
http://bugzilla.mozilla.org/show_bug.cgi?id=17986.

I reported this a while back (bug 21706), and phil marked it a dup.
