Right, so this isn't too hard to reproduce, but it only happens with download
progress windows, not browser windows (there may be other types, but I didn't test).

To reproduce:
1. Start a download (doesn't matter if it finishes or not, just don't close it)
2. Select the browser window from the Window menu
3. Select the download progress window from the Window menu

Actual Results: The Window menu option (in the menubar) stays highlighted
(selected), but is not dropped down.

Expected results: The Window menu option should not remain highlighted as an
option has been selected from the menu.
