If you double click a svg file, which is located at the local machine, the
browser opens 2 windows (if no browser instances is started).
If you already have an open firefox window it will be minimized and displayed in
the top left of the desktop

Reproducible: Always

Steps to Reproduce:
1. Create local svg file at windows desktop
2. Open svg via double click (no firefox is started before)


Actual Results:  
The browser opens 2 windows with the same svg file

Expected Results:  
Just 1 window should be opened
