307666 - Scale option in Print Preview does nothing, defaults back to "Shrink to Fit"

Attempting to scale a page prior to printing results in the setting returning to
"Shrink to Fit" without actually doing anything.  This happens on every website
I've tried.  Firefox v. 1.06 did not have this problem, so I will guess that it
is specific to 1.5b1 (not sure about the alpha builds).

Reproducible: Always

Steps to Reproduce:
1. load a website
2. access print preview (File -> Print Preview)
3. in Scale field dropdown select any value other than "Shrink to Fit" i.e. 50%

Actual Results:  
there is a brief flicker as if something is happening, then the Scale value
returns itself to "Shrink to Fit" -- sometimes vertical and horizontal scroll
bars will appear on the preview for no apparent reason.

Expected Results:  
it should scale the page to the desired percentage for printing purposes.
