We should be able to right click on an attachment, and choose whether or not
this attachment will be displayed inline or not. That way, for instance, we
could edit the quoted text of some individual, but leave all the other
attachments as non-inline.
It appears you are requesting this feature specifically due to the quoting of 
inline attachments.  xref bug 161775, which IMO is the better way to deal with 
this issue.  See also bug 239698.
