mail subject in header for mail notification of changed pages from devmo is not
encoded when using 2-byte UTF-8 charactors.
it should be encoded by B-encode or Q-encode.

Reproducible: Always

Steps to Reproduce:
1. add page in own checklist
2. change the page by other one
3. mail will be broken :p
I'm not sure if this is something in our server configuration or something on
the MediaWiki side of things.  If it's MW, then just close this.

I am not sure either. I will leave it open until we figure it out.
this is includes/UserMailer.php thing.
see function userMailer in this file.
this means this is devmo's but MW's problem -> INVALID

even if this bug is by MW's, and MW doesn't do anything for this,
there ARE A BUG remains in devmo.
if it possible, can u apply a patch in MW's bugzilla?
there seems a patch at MW's 1746.
