307861 - able to resize View Saved Password Window untill only the 3 buttons to max/min/close window are visibile

when going into the "View Saved Password" window, i can use the resize widget to
make the window small, untill all i can see is the three buttons which enable me
to Maximize/Minimize/Close this window.

same happen in this windows:
1.View Cookies
2.View Download History
3.View/Edit Download actions.

Reproducible: Always

Steps to Reproduce:
1.Click View Saved Password
2.resize window using the Resize Widget at the buttom left corner
3.make it as small as possible



Expected Results:  
should have some sort of minimum size limit to each of these widnows.

found out the same happen in the Extension and Themes manager windows.
