Running FF 1.0.6 with a freshly formatted Win2K install.  Ran a spybot tool and
was rewarded with the following:

Advertising.com: Tracking cookie (Firefox: default) (Cookie, nothing done)
Advertising.com: Tracking cookie (Firefox: default) (Cookie, nothing done)

DoubleClick: Tracking cookie (Firefox: default) (Cookie, nothing done)

FastClick: Tracking cookie (Firefox: default) (Cookie, nothing done)

Advertising.com: Tracking cookie (Firefox: default) (Cookie, nothing done)
Advertising.com: Tracking cookie (Firefox: default) (Cookie, nothing done)

All these sites' URLs are in the default block behavior.  Removed the cookies,
confirmed they were removed by running the spyware tool, and then went about my
normal routine, the cookies appear

Reproducible: Always

Steps to Reproduce:
1. install FF
2. hit web sites w/ blocked cookies
3. blocked cookies aren't blocked

Actual Results:  
blocked cookies are set

Expected Results:  
blocked the cookies.

Tried the latest branch build for that. 
Went to http://finance.yahoo.com/
Opened Tools > Options > Privacy > Cookies > View cookies and removed the
doubleclick.net cookie.
Clicked Exceptions and put doubleclick.net in the blacklist.
Restarted and visited the same address once more.
I saw no doubleclick cookie anymore in the stored cookies list.

Reporter, can you reproduce the problem with the latest Firefox 2 or 3 build?
If not, please close this bug as WORKSFORME.

This WORKSFORME using Mozilla/5.0 (Windows; U; Windows NT 6.0; en-US; rv:1.8.1.6) Gecko/20070725 Firefox/2.0.0.6
