Non-Ascii characters like Umlauts don't work in hyper links. Wrong.
ä is correctly encoded as "%e4" (in webpage) but becomes "%C3%A4" in hyper
links. Result: Web page cannot be found, because firefox is using the wrong adress.

Reproducible: Always

Steps to Reproduce:
1. put a hyper link to a file with an non-ascii/umlaut in it's name.
2. click the link or check the path linked to


Actual Results:  
Saw that it's wrong e.g. "%C3%A4" instead of "%e4" for "ä" etc.

Expected Results:  
Leave the "%e4" in there instead of doing whatever it did to it.

Web page was encoded in Unicode. Viewed as "Western" yielded the same results.
