At GMail.com, I dropped down the search engines toolbar field, and highlighted
one. No tooltip text shows up, just a blank square blue box. Actually logging in
to GMail doesn't fix problem either.

Reproducible: Always

Steps to Reproduce:
1. Go to GMail.com
2. Drop down on the search engine toolbars field.
3. Highlight one of the search engines.
4. Behold the annoying blue box with no tooltip text.
5. Get mad.

Actual Results:

Expected Results:  
It should have shown the tooltip text.

I'm using the new beta.
