Whenever I try to download something the it won't. As a reference I tried
downloading firefox and it did not download. Then use ie to make sure it wasn't
your server. The manager won't open either if it is clicked under tools

Reproducible: Always

Steps to Reproduce:

A)1. Go to site with download link
2. Click the link
Or
B)1. Go to tools
2. Click download manager

Actual Results:  
A) download did not start

B) download manager did not open

Expected Results:  
A) Started the download

B) Opened the download manager

You may have crashed recently.

If you manually type about:plugins into the URL bar, and hit enter, does that work?

If so, this is a DUP of 180672.
