According to user Farmer Ted from Minimo's forums we do not yet support VGA.

"If you are running windows 2003SE in standard VGA mode, Minimo exhibits the
usual "pixel doubling" behavior, effectively causing it to display in non-VGA
mode and negating any advantages of VGA.

If you are running Windows mobile 2003SE in 96DPI mode (via the ozVGA or SE_VGA
hacks) then indeed Minimo now scales correctly to full-screen and works fine in
full 640x480.

However, if you correctly tag the resources of the minimo executable as being
"hi-res aware", no hacks will be needed and you can Minimo in standard 2003SE
VGA mode and take full advantage of VGA -- but currently, this is not the case.
