Everytime, noted bug on alternate platform

Reproducible: Always

Steps to Reproduce:
1.Select Edit Menu
2.Scroll down to bottom, seperator
3.Preferences should be below seperator
4.Highlight preferences with mouse
5.Click to get no response

Actual Results:  
One time it came up;
left navigation pane blank
right side pane had 1st options listed
could not change options
currently no effect


Expected Results:  
Opened the preferences box and enabled changes to be made

Can you try with a recent build?

If the problem still occurs, then try with a new profile.

how does 1.7.13, which is still the latest "stable" release count as old, the
whole point of sticking with the stable version is that it 'works' no problems,
kinks already worked out, therefore this is a major issue.
It needs to be fixed, why do I have to wait for a new release or use an unstable
branch to report a bug

look, the latest build frickin crashes after a brief logo showing, finally got
pref screen to show up though, the audacity of expecting endusers to run
untested builds is apalling, the bug should be patched for an update or finish
the next version and complain.

WFM with Mozilla 1.7.11 on WinXP. Did you try it with a new, clean profile?

well, i did set a new profile that is clean and the dialog comes up right, but
all my settings are in the profile i had, 
All my websites and assorted java and script permissions are lost to a profile
that still can't be changes
the new profile lets me in
the old one still has a glitch
