Details

for easier navigation ... except where it would conflict with existing
mousewheel functionality, eg address area of navigation toolbar, tabs bar - some
extensions allow scrolling of tabs with the wheel, as will Bug 281192

Examples of areas where wheel should scroll the page - menu (command) area,
navigation toolbar, bookmarks toolbar, status bar
