I just submitted a bug.  I wanted to change the target milestone to something
else.  I got the error that I'm not allowed.  The bug shows me being the reporter.

Reproducible: Always

Steps to Reproduce:
1. Submit a bug (and don't be the owner of a product or component
2. Edit the bug (logged in as the submitter)
3. Try to change change milesone
Actual Results:  
You tried to change the Target Milestone field from 4.0 to 4.1, but only the
owner or submitter of the bug, or a sufficiently empowered user, may change that
field.

Expected Results:  
Error message should change conditionally on the value of
letsubmitterchoosemilesone parameter.
