308224 - title tooltip doesn't appear on first hover

The tooltip for the title attribute doesn't show on the first hover, but does on
the second.

Reproducible: Always

Steps to Reproduce:

1. Load a page that has images or links with a title attribute (such as the blog
listed, most blogs have it)

2. a) Being VERY careful to not move the mouse across any other links move the
mouse to the link/image with the title attribute
  b) Also be careful not to move the mouse again once you're there - this is
really hard if you have a crappy mouse - moving the mouse again will trigger a
second hover and cause the tooltip to show

3. After you've moved the mouse again and the tooltip is working, you can
trigger the bug again by simply hitting the reload button or f5 - full reload
isn't necessary.

Expected Results:

title tooltip shows every time

I've tested this on beta1 and on 1.0.6 on Windows XP
