Hi guys, I'm not sure if this bug has been reported( if so, please let me know)
here is the describtion of the bug:



Reproducible: Always

Steps to Reproduce:
1. Open a mail composer from mozilla
2. input multiple(let's say 7) e-mail address ( a scroll bar will appear when
there is over 4 addresses) in the To field
3. Go to the bottom entry of To filed and highlight the content/address, then
when you drag it there is a document like icon appeared.
4. Put this icon into the upper entry (no scroll bar action needed), the
selected address simply copied into the postion
5.But when you want to put this address to the top/first entry,you just cannot
do this. 
Actual Results:  
The scroll bar simply don't scroll in this case.



Expected Results:  
The scroll bar should scroll in this case.



There is another bug associated with it, but this actually the bug from xul.
you may reproduce this as following:
1. repeat step 1-2
2. Go to the bottom entry of To field and click on it( So you can edit this entry)
3. Press-and-hold the left button of mice and drag it to the top of To field.
4. The scroll bar does scroll in this case, but the content (which not visible
before the scroll) cannot be displayed.

correcting component (composer is not for mail, it is about making web pages)

please set the version of mozilla on which you see this problem and make additional helpful comments to clarify the problem since you last reported.
