308318 - Can create a product without description but cannot remove an existing description

QA testing on 2.20-BRANCH shows that you can create a product without having to
fill in the Description field but that editing an existing product will not
allow you to remove its description.

Bugzilla should be consistent and do the same thing when creating and editing a
product.

Erm.. oops, bitrot gone when I updated my tip instance. :)

Tested, works as advertised.
