Fails to save Preferences after changing Hoepage or Downloads location.

Reproducible: Always

Steps to Reproduce:
1.Go to some website
2.Click Tools>Options>Use current Page>OK
3.Error: "Failed to save Preferences File......"

Actual Results:  
Fails to save my Preferences

Expected Results:  
Should save preferences

I love Firefox!!
This is clearly a one-off issue, not a general FF bug.  Please try a new
profile, and if this fails ask at the forums:

This works for almost everyone -> WFM
