Drag and drop reordering of folders within the Bookmarks Toolbar could not be
done  if the toolbar contains a series of live bookmarks, unless the
folder/bookmark is moved to the end.  

It appears that one cannot 'place' anything between two live bookmarks (as
dropping into live bookmark folders is not allowed).  What should be done is to
determine whether the user is trying to insert the group/individual bookmarks
into   or among the folders.  In any case, dropping anythign as above could be
taken for an insert and acted thus.  If there is a 'bookmark folder' in the
proximity it could either open up to allow an insert or show the 'bar' to allow
insert.
