After i activeted download manager (downloading some files) and closed all
browser windows, i can't open a new browser window.

Reproducible: Didn't try

Steps to Reproduce:
1.open a web site, download something with download manager
2.close all browser windows while download is not finished
3.try to open a new window

Actual Results:  
only download amager is still active but, can't surf by brower, because there is
no window.

Expected Results:  
Must open a new browser window.

Mini Mac 1.42 Ghz, 1 GB ram, MACOSX 10.4.2, Firefox 1.6
