Currently, when you create a new tab, it's an empty page. This is something that
mom-and-dad-users have problems with (I noticed), so I suggest replacing it with
something more useful, something similar with XUL-error pages. As it's a local
file, it'll load equally fast as an empty page.

It should contain something like "open Home Page", "open Location" (focusing the
location bar), and "Search the web" (focusing the search bar). Of course, it
should remain clean (no textboxes etc.).

Reproducible: Always

Steps to Reproduce:
1. Open a new tab
Actual Results:  
See nothing.

Expected Results:  
See something useful.
