When I install Macromedia Flash with the Plugin Finder under Linux, the EULA is
displayed in the wrong encoding. It appears to be encoded in UTF-8, but it is
displayed in ISO-8859-1.

Reproducible: Always

Steps to Reproduce:
1. Start with a clean install of Firefox 1.0.6 without Macromedia Flash installed.
2. Go to a page which requires Macromedia Flash.
3. Click on the green puzzle piece or the display at the top of the page to
install the plugin.
4. Click "Next".

Actual Results:  
The EULA was displayed with ISO-8859-1 encoding.

Expected Results:  
The EULA should have been displayed with UTF-8 encoding.
