doesn't show any imap folders if there are no folder subscriptions

When set up with an imap account in which no folders have been subscribed to,
the folder list shows no folders at all under the server name. I'd suggest it
shows the Inbox at least if no subscriptions are found.
Reproducible: Always
Steps to Reproduce:
1.unsubscribe all folders on an imap account
2.setup an appropriate id and server in grendel
3.attempt to expand the servers folders. this first attempt will connect
4.subsequent attempts to expand the folders result in no action
Actual Results:
no folders were shown
Expected Results:
either show all folders or at least the inbox
There should be an interface to subscribe to folders, but that's worthy of its
own issue

Moved to UI because this isn't technically a protcal bug, it's a problem with
interpreting what should be done when there are no folder subscriptions.

marking wontfix as grendel is removed from cvs
