If a frameset loads, but the individual frame pages timeout, you get a XUL error
page in each frame, on sites that use frames, often there are several frames of
all sorts of sizes causing a messy display and sometimes several "try again" buttons

Reproducible: Always

Steps to Reproduce:
Can someone create a working example of this?

Expected Results:
What should happen is that if a frame page times out, and that frame is too
small/thin/tall to display the whole XUL error page then a single "try again"
button should be shown - or display a single XUL error page instead of one for
each frame
Testcase in URL field. I don't have any idea what I expect though: generally
when I see it, it's because of framed ads timing out, and I certainly don't want
the whole page replaced by an error page then.
