Text area can be activated normally, but scrolling is possible only with mouse.

Reproducible: Always

Steps to Reproduce:
1.Create a div using overflow: auto;
2.Enter content until the component is scrollable
3.Try to activate the component and scroll it with arrow keys

Actual Results:  
If the page main scrollbar is available, the whole page scrolls. In other case,
nothing.

Expected Results:  
Scroll the contents of the component mentioned above.
