When I started Firefox, the find toolbar was visible (it was about an 1 1/4
inches tall), but no search box or buttons were displayed. Instead, only large
red lettering with the following text was shown:

%tabprefsDTD;
^

It started doing this out of nowhere, and now it's doing it every time.

Reproducible: Always

Steps to Reproduce:
1. Start up Firefox. Not sure what really caused the error.
Actual Results:  
the find toolbar was visible (it was about an 1 1/4 inches tall), but no search
box or buttons were displayed. Instead, only large red lettering with the
following text was shown:

Expected Results:  
Firefox should have started without showing the find toolbar and the find
toolbar definitely shouldn't be showing the error message.
