On build 2005-09-16 using Apple-W or clicking the close button fails to close a
tab.  Additionally, quitting the browser pops up the warning about closing
multiple tabs, but selecting "Close tabs" has no affect.

Reproducible: Always

Steps to Reproduce:
1. Open multiple tabs
2. Press Apple-W and note that the tab does not close
3. Click the close button and note that the tab does not close
4. Press Apple-Q, select "Close tabs", and note that the window & tabs do not close
Actual Results:  
Tabs do not close

Expected Results:  
Tabs should close

I am using a custom build, but the problem occurs with the official 2005-09-16
nightly as well.
