When a GET request is made, special caracters in French (ï, à, é, è, ù) who
contain it seem badly encode.

(sorry for my bad english ^^)

Reproducible: Always

Steps to Reproduce:
1. To make a HTML page who contains a GET form.
2. In this form, put an area with special caracters.
3. To make a PHP page with an echo of the request.
