The "Character Encoding" menuitems shouldn't have accesskeys; for example, "Customize List" conflicts with "Chinese".

"Chinese" doesn't have an accesskey, neither does any other specific language, the only items which (IMO correctly) have accesskeys are the other utility items, e.g. "Customize List..." and "More Encodings...". There are accesskeys for the popups for each region, i.e. "East Asia", but I don't know if that is a problem. Can you point me at a specific problem in that menu?
Supposing Chinese is in your "defaults" list, hitting C should result in selecting its menuitem (but not activate it), but due hitting C rather results in activating that item.
Hmm, so you want to remove the accesskeys from "Customize List.." and its friends, sorry I misunderstood that.
