User-Agent: Mozilla/5.0 (Windows; U; Windows NT 5.1; en-US; rv:1.8b4) Gecko/20050917 Firefox/1.4
Build Identifier: Mozilla/5.0 (Windows; U; Windows NT 5.1; en-US; rv:1.8b4) Gecko/20050917 Firefox/1.4

The cursor blink rate is set to very fast on my system. Firefox appears to
ignore this setting and show the cursor blink rate at it's own speed.

Reproducible: Always

Steps to Reproduce:
1. start firefox
2. Tab to an edit field
3. Look at he blink rate of the cursor

Actual Results:
The cursor blinked slowly

Expected Results:
The cursor should blink as fast as I have it set.

This will prevent 508 compliance and will limit firefox being used int he US
federal govn't.
