I think this is by design. If you only use the keyboard to navigate the list it doesn't make the focus jump. So, you can hit Ctrl+H, tab into the history list and then down arrow.

If you select an item in the Bookmark/History with your mouse the focus blinks, with the keyboard the is no problem. I think its not by design because other list items like in the Menu->Edit tab work as espected. Mozilla/5.0 (X11; U; Linux x86_64; en-US; rv:1.8) Gecko/20051122 Ubuntu/1.4.99+1.5rc2.dfsg-1ubuntu2 Firefox/1.5
