Steps to reproduce problem:

1. Scroll down to the boolean chart area
2. Click "Or", "And" or "Add another boolean chart"
3. Note the URL and the lack of scrolling

I was expecting the page to be rescrolled to the boolean chart area.
I was also not expecting the Summary textbox to have focus.
solved by bug 340154
