If there are no windows open when 'Open links from other applications' is set to
'A new tab in the most recent window', an app calling on firefox to open a URL
doesn't open a new window and leave nothing. This will cause any app calling
firefox not to open a url.

Reproducible: Always

Steps to Reproduce:
1. Get something like 'GMail Notifier' or another program that will call on the
default browser to open a URL.
2. Set firefox to the default browser.
3. Set 'Open links from other applications' to 'A new tab in the most recent window'
4. Make the app open a URL with firefox. (in gmail notifier, select 'Inbox' or
something.)
Actual Results:  
Nothing, except firefox had a spinning loading cursor.

Expected Results:  
A new window should have opened instead of firefox trying to make a new tab,
when it can't.

Woops, it is Applications. I usually put down apps for short. And I forgot the
'the'.
