i submit lots of bugs and often go back, when i do that i look forward in my
history and see 'Bug X Submitted' and have no clue whether that's the summary of
the bug i currently have open pending submission or whether i've already changed
the summary/subject of the pending bug and just haven't yet submitted it.

For consistency, if this is done when submitting new bugs, this should also be done when submitting changes to existing bugs. Could you please fix both? Or is there at least another bug filed somewhere to do this second part?

'title' as modified here is fine, but for consistency with show_bug.cgi, you should also define header and subheader, see bug/show.html.tmpl.
