long_list.cgi should generate (or have an option for generating) a "table of
contents" at the top of the Long format output. 

ideally, this would be the same format as the regular query.cgi tabular output,
with the bug links changed to point to within the body of the long format output.

Reproducible: Always

Steps to Reproduce:
1. Perform a query that returns results
2. Click on "Long Format"
Actual Results:  
A long list of bugs is output, but it is hard to visually scan the list.

Expected Results:  
There should be a table of contents at the top of the form

 1234  nor P2 oth ....  Description of bug 1234
 5678  nor P2 oth ....  Description of bug 5678
 ...

 Full dump of bug 1234
 ...
 Full dump of bug 5678
 ...

The bug numbers in the table of contents should be links to anchors defined for
the corresponding full dump for that bug.

Sounds like a useful feature to me, and should be just a template change.
