309423 - If I setup whinedays as 1 in the params page, the whining doesn't happen after 1 day after new bug is created

My test cycle is 1 month. So I don't want to wait for 7 days before starting
whining at bug assignees. I used the params page (editparams.cgi) to setup the
whine days as 1, instead of 7. I have also setup the windows scheduler to run
the whinenews.pl every day. 

While i'm getting whine notifications every day, only those bugs that haven been
in NEW state for more than a week are reported. 

I'm using bugzilla 2.20 rc2

whineatnews.pl is not related to the Whining system, actually. You would have to
edit its code directly, I believe, in order to change its behavior.
