This worked fine pre DeerPark A2, and is broken in DPA2 and FFox 1.5B.

The navigation tabs in the page span the top of the document, however they are
current expanding vertically with too much whitespace which significantly
impacts layout, as well as navigation. It now requires scrolling to get down to
your account information.

Steps to repro:
1. goto said URL
2. enter uid/pwd, and select "Cards - check and pay bill", and hit "go"
3. let the page load and notice the broken layout.

I've attached screenshots of the correct (from Safari), and broken (FFox 1.5B)
layout.

I'm not certain this is a table layout issue. A quick scan of the source led me
to believe it was.
