"Get More Themes" opens in a new window even if "Force links ..." specifies a new tab

Description covers most of it.  With "Force links to open .." set to tabs, using
"Get More Themes" from the themes dialog opens a new window.  To me, "Get New
Themes" looks like a link, so I'd imagine it should behave like one. Of course,
this may be by design.

Steps to reproduce:
1. Set "Force links that open new windows ro open in:" to new tavs
2. Choose Tools -> Themes -> Get More Themes
3. Observe new window.
Is this also true for Mac/*nix?
