The bookmarks toolbar sometimes displays just the overflow chevron instead of
the bookmark items and then the overflow chevron.

Reproducible: Sometimes

Steps to Reproduce:
1. Minimize browser window
2. After some period of time, restore browser window

Actual Results:  
The overflow chevron is displayed on the left side of the bookmarks toolbar. 
The remainder of the toolbar is empty.

Expected Results:  
The bookmarks should be displayed across the toolbar with the overflow chevron
appearing on the right side.

Resizing the browser window corrects the display.
