selecting multiple users in the CC list is really tough

Creating/Modifying bug:
There should be two of CC user list. One for available users, and other for
selected user.

In the current single CC user list, it is really hard to pick multiple users,
pressing Ctrl key .......

Steps to Reproduce:
If you use "usemenuforusers" in 2.20, this basically happens.

In terms of HCI having a drop down with lots of users and trying to select many users with a CTRL is not working and is not error prune. Users, at least in my Bugzilla instance,  find it very hard and complain about it.

User list should provide a "Change columns" like future, where users can populate a list of select users by moving them from a selection.
