The extension manager manages the install, upgrade, uninstall, etc. but it isn't responsible for setting the correct target application version for extensions, themes, etc. component -> general

I don't really mind if this a dupe or dependent, thus I'm closing this as DUPE, as it will be fixed by bug 307225. Benjamin, I could use some repackaging help over there, if you have a minute. *** This bug has been marked as a duplicate of 307225 ***
