In Firefox, and Seamonkey if I remember correctly, when you press
Ctrl+Shift+Enter in the Location Bar www. and .org are added around what is
currently entered there.

In Minimo, Ctrl+Enter properly adds www. and .com around what is currently
entered, but Ctrl+Shift+Enter also adds www. and .com around what is currently
entered instead of www. and .org

This occurs when using the on-screen keyboard on Windows Mobile 2003 SE for
Pocket PC on an HP iPAQ hx2415.

Minimo doesn't support Ctrl+Enter, or Ctrl+Shift+Enter.

So does mean Ctrl+Enter just happens to work by chance in v0.009?
i think if you just hit enter, we will try to prepend www. and append .com

Yep.  I just verified that that is the case
on many devices, a ctrl key doesn't exist.  Any suggestions?  If not, wontfix.
Isn't there always a Ctrl key on the software keyboard provided by Windows?

That's the only Ctrl key I have on the my iPaq hx2415, but I still find it easier to type Ctrl+Shift+Enter instead of typing www. and .org.

Past that I don't have any suggestions; so if the software keyboard doesn't pan out, wontfix sounds reasonable.
