On all sites horizontal lines appear on upscroll then go away after clicking a link.

On all sites, horizontal lines appear when I switch from downscroll to upscroll.
They start where I made the switch in direction and go the whole way up from
there. THey are the whole width of the page and approx. 1/4 inch apart. They
disappear when I click a link but reappear on the next page again when I start
to upscroll. They don't seem to affect performance, but they can be confusing at
times. 

Reproducible: Always

Steps to Reproduce:
1.Go to any URL
2.Down scroll on the page
3.Change to upscroll and lines appear

Actual Results:  
Lines appeared

Expected Results:  
No lines

NO crashes involved.
I've never seen anything like this.

Reporter, can you test this in 1.0a1 (and if it continues to occur, attach a
screenshot in .png or .jpg format)?  What version of Mac OS X are you running?
Please update or we will have to close this bug.

sample URL(s) and screenshot(s) of the issue, you can reopen this bug.
